• Time frame must be fixed and adhered to.
• The Quality of Local Intelligence should be improved. Befriend and support locals.
Local Intelligence Helps Distinguish Between Terrorist and Noncombatant.
• A Capacity for Synchronized Operations should be increased. They increase Neutralization Rate.
• The Degree of Political Will and Resolve to terminate this problem should be developed.
• Surgically neutralize as many terrorists as possible,
• As quickly as possible,
• For as long as possible.
• Keep a veil of secrecy. Keep media away. Their reporting alerts the Maoists.
• Increase spending and development in the naxal areas.
• NREGA should be honestly implemented.
• No Atrocities should be committed by the Forces on villagers.
• Recruit camp boys, cooks, sweepers etc from local population.
• All Political parties should unitedly battle the enemy. Isolate and expose those parties who are soft towards Naxals. Brandish them as traitors.
.Unleash a propaganda war. Broadcast over Radio and TV, drop Pamphlets from helicopters- urging the Maoists to see the futility of such a war. Appeal them for Surrender and promise rehabilitation.
.Publicise Security Forces' strikes. Update score card on daily basis. Terrify the enemy.
.Allow usage of sophisticated weapons.
Government have prepared a Plan to deal with the problem. The salient features of the policy are as follows:
• Deal sternly with the Naxals indulging in violence• Address the problem simultaneously on political, security and development fronts.
• Ensure inter-state coordination in dealing with the problem
• Accord priority to faster socio-economic development in the Naxal areas
• supplement the efforts and resources of the affected states on both security and
development fronts
• Promote local resistance groups against the Naxals
• Use mass media to highlight the futility of Naxal violence and the loss of life and
property caused by it
• Have a proper surrender and rehabilitation policy for the Naxals
• Affected states not to have any peace dialogue with the Naxal groups unless the
latter agree to give up violence and arms.
Hope this does not stay on Paper only and is implemented in true sense!
It would thus appear that the factors which gave rise to Naxalism – the extent of poverty,uneven development, poor governance, neglect of land reforms, rising unemployment and tribals getting a raw deal - are, unfortunately, very much present today also. Unless these basic issues are sincerely addressed, a security-centric approach by itself would not be enough to deal with the problem.

NAGPUR: Claiming success in anti-Naxalite operations, a top police official said Wednesday that the strength of Naxalite dalams operating in Gadchiroli district was decreasing and consequently, they were tagging along with platoons.
“If a dalam has, say, ten members, and the strength goes down to six, then the dalam will tag itself on to a platoon,” Deputy Inspector General (DIG) Anti-Naxal Operation (ANO) Sunil Ramanand told reporters here. The major reason for the decrease in the strength of the dalams was widespread desertions by the ranks because of disillusionment with the outlawed movement, he said.
“For example, several women in the Naxal ranks have quit. They were recruited at a very tender age when the mind cannot analyse (between right and wrong). Several of them have come back, and have horrifying tales to narrate about the way women are treated (in the naxalite movement),” Ramanand said.
Asserting that the success of the anti-Naxalite operation should not be measured only in terms of the number of kills but also in terms of the number of arrests, the DIG said a large number of outlaws had been arrested and several attempts by the outlaws to create trouble had been foiled.
“You must appreciate that we are not operating in the law and order mode, but in the anti-insurgency mode,'” he also said.
Replying to questions, Ramanand said several Naxalites were likely to surrender in the days to come. The courts had awarded life imprisonment to 16 arrested Naxalites since 1991, he said, adding that the police were hopeful of getting more convictions in the cases filed under the Unlawful Activities (Prevention) Act in the days to come.

DIG, Anti-Naxal operations Sunil Ramanand said he would hold a meeting with the 34 manufacturers in the region to work out the routes along which explosives were to be transported.
This was being done in view of the hijack of a truck carrying so-called explosives in the deep forests in Gadchiroli a few weeks ago, he said.

GAYA: A Naxal leader was arrested on Tuesday 23 march. Sahdeo Das, a leader of the Tritiya Prastuti Committee, a Maoist splinter group, was picked up from Menka village under Imamganj police station of Gaya district on Tuesday.

I, a Central Govt retd person, had to struggle for correction of my seniority from 1967 to 1992.
I am struggling since 1988 for payment of certain illegally denied wages.
My post retirement dues like GRATUITY, PF etc have not been paid so far. Neither the administration nor the Judiciary has been able to provide relief. Even PMO and the President's helpline have proved of no avail.
The Lucknow DEV Authority illegally canceled allotment of my house and neither the Judiciary nor the administration did justice with me.
I have lost faith on the SYSTEM. My heart bleeds when I listen an operation against the have nots. It is saddening to learn the murder of our innocent security men.
We must ensure justice, corruption free system and only a narrow divide between the rich and the poor first and a bullet for the extremist later if we want to fight NAXALS.
