The child is the centre of all our aspirations. He is the protector of our country, Dharma (Religion) and culture. The development of our culture and civilization is implicit in the development of the child’s personality. A child today holds the key for tomorrow. To relate the child with his land and his ancestors is the direct, clear and unambiguous mandate for education. We have to achieve the all round development of the child through education and sanskar i.e. inculcation of time honoured values and traditions.

A large majority of Indians live in more than 6 lakh villages; 3 crore in slum colonies and under-privilege localities and 5 crore in jungles and hilly terrains in clusters of small villages. After Six decades of independence, the economic & social condition of the vast population of the country has not altered much for want of proper educational facilities and other development measures to be made available there.

Political Independence has dawned but there is educational social & economic darkness there with the result that there is continuous exodus of villagers towards cities.
Vidya Bharati has given first priority to lit the lamps of literacy & start other projects of economic & social upliftment of the ignored & neglected more than three-fourth of the population of this sub-continent. There are 6219 schools functioning in villages; 583 in under-privileged localities & 830 in tribal areas. During the Six decades of post-independence, Vidya Bharati is the first to reach these unreached remote areas.

About 24,300 institutions are being run by Vidya Bharati where 30,02,820 lakh students under the able guidance of 1,30,278 teachers attain sanskars and education. This nationwide Endeavour of Vidya Bharati for the spread of education through net work of educational institutions creates a healthy environment for all round development of Children i.e. physical culture mental, emotional and spiritual development.

काश्मीर मार्च : राष्ट्रीय एकता एवं जनजागरण का युवा प्रयास

कश्मीर भारत का अभिन्न अंग है और हमेशा रहेगा। लेकिन, इस समय इसे एक ऐसी गंभीर समस्या के रूप में प्रचारित किया जा रहा है, जिसका समाधन किया जाना अभी शेष है। ऐसा लग रहा है कि मौजूदा सरकार अलगाववादियों के इशारे पर काम करते हुए देश के युवाओं और यहां की जनता को यह विश्वास दिलाना चाह रही है कि कश्मीर और कश्मीरी लोग भारत के नहीं हैं।

पारिवारिक जागीर के तौर पर सत्ता सुख भोग रहे जम्मू कश्मीर के नाकारा मुख्यमंत्री अलगाववादियों की जबान बोल रहे हैं। बिना रीढ़ की केन्द्र सरकार स्वायत्ता देने का वादा कर रही है जो बहुत पहले से ही अनुच्छेद 370 के रूप में मौजूद है। पता नहीं सरकार के दिमाग में क्या चल रहा है। मीडिया का एक हिस्सा भी मानवाधिकार उल्लंघन के बहाने अत्याचार की झूठी कहानियां गढ़ रहा है। ये सभी लोग मिलकर न केवल कश्मीर के, बल्कि समूचे देश के युवाओं को बेवकूफ बना रहे हैं।

आज यह जरूरी हो गया है कि देश को सच्चाई का पता चले। कश्मीर की जनता और खास कर युवाओं को यह बताने की जरूरत है कि वे भारत के हैं और भारत उनका है। जब देश की सरकार ने अपनी इस जिम्मेदारी से मुंह मोड़ लिया है, ऐसे में यह देश के युवाओं का काम है कि वे आगे बढ़कर इस जिम्मेदारी को निभाएं।

राष्ट्रवादी भारतीय जनता पार्टी की युवा शाखा भारतीय जनता युवा मोर्चा ने भारत की जनता को सच्चाई बताने और साथ ही घाटी में मौजूद राष्ट्रवादी युवाओं के साथ भाईचारा जतलाने का अति महत्वपूर्ण काम अपने हाथ में लिया है। आतंकवादियों, उनके पाकिस्तानी आकाओं और तमाम राष्ट्रविरोधी तत्वों को एक कड़ा संदेश देने के लिए भाजयुमो ने श्रीनगर में लालचौक पर जाकर झंडा फहराने का निश्चय किया है।

अलगाववादियों के द्वारा फैलाए जा रहे झूठ का भंडाफोड़ करने के लिए भाजयुमो के कार्यकर्ताओं ने कमर कस ली है। दुख की बात यह है कि अलगाववादियों के कुछ लोग मीडिया और वर्तमान सरकार में भी हैं। ये लोग घाटी के युवाओं को गुमराह करके उन्हें देश के खिलाफ भड़काने में लगे हैं। उन्हें योजनापूर्वक मानवाधिकार उल्लंघन के कपोलकल्पित मामले सुनाए जाते हैं। सोफियाँ का मामला इसका सबसे ताजा उदाहरण है। उन्हें एक ऐसी आजादी का स्वप्न दिखया जा रहा है, जो पाकिस्तान की गुलामी के अलावा कुछ भी नहीं। गिलानी, मीरवाइज और अरुंधती राय जैसे लोग आग भड़काने में लगे हुए हैं। उनकी भरपूर कोशिश है कि कश्मीरी युवाओं को राष्ट्र की मुख्य धारा से काट कर अलग-थलग कर दिया जाए।

आज यह जरूरी हो गया है कि देश के लोगों को कश्मीर के बारे में सच्चाई बतलाई जाए और सच्चाई यह है :

- कि कश्मीर भारत का अभिन्न अंग है, इस बात को लेकर कभी कोई विवाद नहीं रहा है। यहां तक कि जम्मू कश्मीर का अपना जो अलग संविधन है (अनुच्छेद 370 की बदौलत), उसकी धारा (3) में स्पष्ट रूप से कहा गया है, ‘‘जम्मू कश्मीर राज्य भारतीय संघ का अभिन्न अंग है और रहेगा।’’

- कि 1994 में संसद के दोनों सदनों ने सर्वसम्मति से एक प्रस्ताव पारित किया था, जिसमें कहा गया था, ‘‘जम्मू कश्मीर राज्य भारत का अविभाज्य अंग रहा है और आगे भी रहेगा। इसको देश से अलग करने के किसी भी प्रयास का हर संभव तरीके से प्रतिकार किया जाएगा।’’ प्रस्ताव में आगे कहा गया है, ‘‘यह जरूरी है कि भारत के जम्मू कश्मीर राज्य के उस इलाके को पाकिस्तान खाली करे जिस पर उसने आक्रमण करके अवैध रूप से कब्जा कर रखा है।’’

- कि संसद के उपरोक्त प्रस्ताव के बावजूद हमने अपने अधिकार पर जोर देने का कभी गंभीर प्रयास नहीं किया। यहां तक कि जब पाकिस्तान अधिकृत कश्मीर के गिलगिट-बाल्टिस्तान इलाके में भारी अराजकता पफैली हुई थी, हमने वहां के आंदोलनकारियों के प्रति संवेदना के दो शब्द भी नहीं कहे। जबकि वास्तविकता यह है कि वे आंदोलनकारी वैधानिक रूप से भारत के नागरिक हैं। हमने श्रीनगर मुजफ्फराबाद सड़क मार्ग को खोल दिया, लेकिन कारगिल-स्कार्दू सड़क मार्ग खोलने में कोई रुचि नहीं दिखाई।

- कि सच्चाई यह है कि कश्मीर से जुड़े विवादों को आजादी के समय और उसके बाद भी कई बार सुलझाने के मौके मिले। लेकिन इस दिशा में ईमानदारी से कोई कोशिश नहीं की गई।

- कि 14 नवंबर, 1947 को जब कश्मीर में दुश्मन पूरे उफान पर थे, भारतीय सेना उरी तक पहुंच गई थी। लेकिन तत्कालीन सरकार ने सेना को मुजफ्फराबाद की ओर बढ़ने से रोक कर उसकी दिशा पूंछ की ओर मोड़ दी।

- कि 22 मई, 1948 को भारतीय सेना ने जवाबी कार्रवाई शुरू की। 1 जून, 1948 तक हमने टीटवाल पर कब्जा कर लिया था और मुजफ्फराबाद के बहुत नजदीक पहुँच गए थे। उस समय भी आगे की कार्रवायी एक बार फिर रोक दी गयी। इसी प्रकार दिसंबर, 1948 में लद्दाख और पूंछ में भारी सफलता के बाद जब भारतीय सेनाएं पाकिस्तान अधिकृत कश्मीर को पूरी तरह मुक्त कराने की स्थिति में थीं, हमारे नेताओं ने युद्धविराम को स्वीकार कर लिया।

- कि 1965 की लड़ाई के बाद हमने रणनीतिक महत्व के हाजीपीर दर्रे को ताशकंद समझौते के अंतर्गत पाकिस्तान को सौंप दिया, जबकि उसे जीतने के लिए हमारी सेना ने भारी कुर्बानी दी थी। 1972 में शिमला में भी हमने स्थितियों का फायदा नहीं उठाया। कश्मीर के मामले में पाकिस्तान की नकेल कसे बिना हमने उसके 90,000 युद्धबंदियों को मुक्त कर दिया। जिस लड़ाई को हमारे बहादुर सैनिकों ने भारी कुर्बानी देकर जीता था, उसे तत्कालीन सरकार ने वार्ता की मेज पर गंवा दिया।

- कि यह कहना कि अनुच्छेद 370 का मूल आधार जम्मू कश्मीर राज्य में मुसलमानों की बहुसंख्या है, बिल्कुल निराधार और झूठी बात है। पाकिस्तानी आक्रमण और तत्कालीन प्रधनमंत्री नेहरू की नासमझी के कारण पैदा हुई संयुक्त राष्ट्र की भूमिका के चलते अनुच्छेद 370 को एक अस्थायी प्रावधान के रूप में रखा गया था।

- कि नेहरू ने स्वयं वादा किया था कि अनुच्छेद 370 के प्रावधान को धीरे-धीरे समाप्त किया जाएगा।

- कि राष्ट्रवादी मुसलमानों ने अनुच्छेद 370 को भेदभाव पूर्ण कहा था। मौलाना हसरत मोहानी ने इसे खत्म करने की मांग की थी, क्योंकि उनकी राय में इससे जम्मू कश्मीर राज्य अलग-थलग पड़ गया था। न्यायमूर्ति एम.सी. छागला ने भी 1964 में 370 के प्रावधान को हटाने की बात कही थी। यह देश का दुर्भाग्य है कि तब से 46 वर्ष बीत चुके हैं, लेकिन 370 का प्रावधान यथावत बना हुआ है।

- कि यह कहना कि बहुसंख्यक कश्मीरी अलगाववादियों के पक्ष में हैं, एक कोरा झूठ है। बहुत कम लोग जानते हैं कि कश्मीरी मुस्लिम जिन तक मुख्यतः अलगाववाद और भीड़ के रूप में हिंसा की भावना सीमित है, वे वास्तव में अल्पमत में हैं। गैर कश्मीरी मुस्लिम जैसे गुज्जर, बखरवाल और करगिल शियाओं के साथ यदि हिन्दुओं, सिखों और बौद्धों को जोड़ दिया जाए तो इन सबकी आबादी राज्य की कुल आबादी की 60 प्रतिशत है।

- कि पाकिस्तान के कट्टर समर्थक लार्ड एवबरी ने वर्ष 2002 में एक जनमत सर्वेक्षण करवाया था जिसके अनुसार केवल 6 प्रतिशत कश्मीरी पाकिस्तान में मिलना चाह रहे थे। उपरोक्त जनमत सर्वेक्षण के अनुसार 61 प्रतिशत कश्मीरी भारत के साथ रहना चाहते हैं।

- कि अभी हाल ही में मई 2010 में लंदन विश्वविद्यालय के किंग्स कालेज ने कश्मीर में इसी तरह का एक सर्वेक्षण करवाया था। लिबिया के शासक कर्नल गद्दाफी के बेटे सैफ अल इस्लाम की पहल पर किए गए इस सर्वेक्षण के नतीजे चौंकाने वाले हैं। इसके अनुसार कश्मीर में केवल 2 प्रतिशत लोग ही पाकिस्तान के साथ जाने को तैयार हैं।

- कि अलगाववादी नेता गिलानी ने अफजल गुरु को रिहा करने की मांग की है। यह अफजल गुरु कोई और नहीं बल्कि संसद पर हमले का दोषी है जिसे अदालत ने मृत्युदंड की सजा सुनाई है। ऐसी मांग करने वाला व्यक्ति पाकिस्तानी एजेंट नहीं तो और क्या हो सकता है।

- कि कश्मीर में पत्थरबाजी करने वाले लोग भाड़े पर लिए गए गुंडे थे। अब यह बात आधिकारिक रूप से साबित हो चुकी है कि पत्थर फेंकने और गलियों में हिंसा फैलाने के बदले अलगाववादियों की ओर से असामाजिक तत्वों को प्रतिदिन 400 रुपए का भुगतान किया गया।

- कि राज्य सरकार के कुछ कर्मचारियों, हुरियत नेताओं और पत्थरबाजों के बीच एक अपवित्र गठजोड़ की बात अब छिपी नहीं रही है। गिलानी और राज्य सरकार के भीतर मौजूद उसके एजेंटों ने सोपोर के फल व्यापारियों से पैसा इकट्ठा किया और इसी पैसे से हर शुक्रवार को पत्थरबाज बदमाशों को भुगतान किया गया। सोपोर की जामा मस्जिद के इमाम अब्दुल लतीपफ लोन ने इस तथ्य की पुष्टि की है।

- कि अलगाववादी अब एक वैकल्पिक रणनीति अपना रहे हैं। आतंकवादी गतिविधियों के घटते प्रभाव और अंतरराष्ट्रीय स्तर पर उसकी अस्वीकार्यता को देखते हुए अलगाववादियों ने हिंसक भीड़ को अपना हथियार बना लिया है। छिटपुट आतंकी वारदात करने की बजाए यह तरीका उन्हें ज्यादा लाभ पहुंचाता है।

- कि चाहे स्कूलों में पढ़ने वाले छोटे बच्चे हों, घरों की महिलाएं हों या बूढ़े-बुजुर्ग, सभी को सुरक्षा बलों और सरकारी भवनों पर पत्थर फेंकने के लिए उकसाया जा रहा है। इस बात की पूरी कोशिश की जाती है कि सुरक्षा बल अपने बचाव में गोली चलाने के लिए मजबूर हो जाएं।

- कि प्रेस की स्वतंत्राता के नाम पर हमने घाटी में चल रहे अलगाववादी प्रेस के साथ-साथ तथाकथित धर्म निरपेक्ष और प्रगतिशील मीडिया को लगातार भारत विरोधी झूठा दुष्प्रचार करने की छूट दे रखी है। देशद्रोह का कानून इनके मामले में निष्प्रभावी हो जाता है।

- कि भारत सरकार प्रतिवर्ष राज्य सरकार को हजारों करोड़ रुपए का अनुदान देती है। इसके बदले राज्य सरकार की कोई स्पष्ट जिम्मेदारी निर्धारित नहीं की जाती। केन्द्र से आए इस पैसे का बड़ा हिस्सा उपद्रवियों (अलगाववादियों) को शांत रखने के लिए खर्च किया जाता है। सरकार अपना पैसा उन नौकरियों के लिए खर्च करती है जिसमें कार्यालय में नियमित उपस्थिति जरूरी नहीं होती, ऐसे पुलों के निर्माण के लिए ठेके दिए जाते हैं, जिनका जमीन पर कोई अस्तित्व ही नहीं होता। और तो और अलगाववादी नेताओं को जेड प्लस सुरक्षा देने के नाम पर भी भारी मात्रा में धन खर्च किया जाता है। पहले पैसा उपद्रव को शह देने वाले बड़े नेताओं तक पहुंचता है, फिर यह धीरे-धीरे पत्थरबाजों और सड़क पर हिंसा करने वाले उपद्रवियों तक पहुंच जाता है।

- कि दूसरे राज्यों के भारतीय नागरिक जम्मू कश्मीर में जमीन जायदाद नहीं खरीद सकते जबकि जम्मू कश्मीर के अधिकतर व्यवसायी और नेता, जिनमें उमर अब्दुल्ला भी शामिल हैं, दिल्ली, बंगलुरु सहित कई बड़े शहरों में बेशकीमती जायदाद के मालिक हैं।

- कि लगभग इन सभी नेताओं के बच्चे कश्मीर से बाहर रहते हैं, उन्हें आधुनिक शिक्षा मिलती है, वे दुनिया की सैर करते हैं और बड़े मजे से रहते हैं। जिहादी जीवनशैली केवल कश्मीर के आम युवाओं के लिए आरक्षित है।

- कि मानवाधिकार उल्लंघन की आड़ लेकर सुरक्षा बलों के खिलाफ किए जा रहे दुष्प्रचार में कोई सच्चाई नहीं है। इस तरह के सारे आरोप झूठे और बेबुनियाद हैं। सच्चाई यह है कि 1947 से ही, जब पाकिस्तान ने जम्मू कश्मीर पर पहली बार हमला किया, ये हमारे बहादुर जवान ही हैं, जिन्होंने भारतीय भूभाग के इस अहस्तांतरणीय हिस्से को सुरक्षित रखने के लिए अधिकतम बलिदान दिए हैं।

- कि आज हमारे जवानों को बड़ी निर्लज्जता से बदनाम किया जा रहा है। नीचे दिए गए चित्र से यह साफ हो जाता है कि किसके द्वारा किसके मानवाधिकार का उल्लंघन किया जा रहा है।

- कि इतिहास में मानवाधिकार उल्लंघन की सबसे बड़ी घटना कश्मीरी पंडितों के साथ हुई है। कश्मीर घाटी के इन मूल निवासियों को, जो हिन्दु पुरोहितों के वंशज हैं और जिनका लिखित इतिहास 5000 वर्ष पुराना है, उन्हें उनके घरों से बलपूर्वक बड़ी निर्दयता के साथ बाहर भगा दिया गया। लगभग पांच लाख कश्मीरी पंडित, जो घाटी में कश्मीरी पंडितों की कुल आबादी के 99 प्रतिशत हैं, उन्हें अपना घर और अपनी संपत्ति छोड़ अस्थायी शिविरों में रहना पड़ रहा है। किसी इलाके से समुदाय विशेष को निर्मूल करने की यह सबसे त्रासद घटनाओं में से एक है।

- कि अपने घरों से भगाए गए इनमें से अधिकतर लोग, जिन्हें अपने ही देश में शरणार्थी कहा जाता है, आज भी अस्थायी कैंपों में बदहाल जिंदगी जीने को मजबूर हैं। लगभग सवा दो लाख पंडित बहुत बुरे हालात में केवल जम्मू में हैं। एक छोटे से कमरे में पांच से छः लोगों का परिवार किसी तरह जिंदगी काटने को मजबूर है। इन कैंपों में अब तक लगभग 5000 लोग समय से पहले ही काल के गाल में समा गए हैं।

- कि पंडितों के लगभग 95 प्रतिशत घर लूटे जा चुके हैं। 20,000 घरों में आग लगा दी गई है। 14,430 कारखानों को लूट लिया गया, आग लगा दी गई या उनपर कब्जा कर लिया गया है। पंडितों से जुड़े सैकड़ों स्कूलों एवं मंदिरों को भी मटियामेट कर दिया गया है। दुनिया के स्वनाम धन्य मानवाधिकार संगठन जैसे एमनेस्टी इंटरनेशनल, एशिया वाच एवं अन्य अभी भी कश्मीरी पंडितों पर हुए इस अत्याचार का समुचित ढंग से संज्ञान नहीं ले पाए हैं। वे इस मामले पर अपनी सक्रियता कब दिखाएंगे, यह देखना अभी बाकी है।

- कि प्राचीन संस्कृति वाले एक सभ्य समाज का सुनियोजित संहार होता देख कर भी देश और दुनिया की अंतरात्मा अभी नहीं जागी है। हमारे देश की तथाकथित धर्मनिरपेक्ष मीडिया/ मानवाधिकार संगठनों के लिए कश्मीरी पंडितों का क्रूर सामुदायिक संहार दुर्भाग्य वश मानवाधिकार उल्लंघन के दायरे में नहीं आता है। हमारे देश की तथाकथित सांस्कृतिक हस्तियों को खूनी माओवादियों के कैम्प में समय बिताने के लिए पर्याप्त समय है, लेकिन उनके पास कश्मीरी पंडितों के कैंपों में जाने और उनकी दुर्दशा देखने का समय नहीं है।

अब वह समय आ गया है जब देश की जनता, विशेष रूप से युवा इन सच्चाइयों को समझें और निर्णायक कदम उठाएं। कहीं ऐसा न हो कि जब उनकी नींद खुले तब तक सब कुछ समाप्त हो जाए। हमें हर हालत में अलगाववादियों के मंसूबों को नाकाम करना है। उनकी गीदड़भभकी से डरने की कोई जरूरत नहीं है।

1953 में परमिट सिस्टम को धता बताते हुए डा. श्यामा प्रसाद मुखर्जी ने कश्मीर में प्रवेश किया और वहां पहली बार राष्ट्रीय तिरंगा लहराया था। उस समय उन्होंने नारा दिया था - एक देश में दो विधान, दो प्रधान, दो निशान - नहीं चलेगा, नहीं चलेगा, नहीं चलेगा।

डा. मुखर्जी ने कश्मीर में अपने जीवन की आहुति देकर उपरोक्त नारे में कहे गए तीन लक्ष्यों में से दो को तो हासिल कर लिया। लेकिन तीसरा लक्ष्य (अनुच्छेद 370 के अंतर्गत अगल संविधान को हटाना) अभी भी पूरा नहीं हो पाया है।

देश के युवाओं का प्रतिनिधित्व करने वाला संगठन भाजयुमो डा. मुखर्जी के पद चिन्हों पर चलते हुए एक बार फिर श्रीनगर कूच कर रहा है। 26 जनवरी को इसने लाल चौक पर राष्ट्रीय झंडा लहराने को निश्चय किया है। यह अपने आप में एक बड़ा काम है। देश के युवाओं को आगे बढ़कर इसमें हिस्सा लेना चाहिए। मां भारती का मुकुट कश्मीर आज खतरे में है। उसकी लाज बचाने के लिए हम क्या कर सकते हैं, यह सवाल हमें खुद से बार-बार पूछना चाहिए।

Corruption, Govt Apathy Boost Illegal Mining In India

Lack of livelihood opportunities is forcing hundreds of poor Indians take up illegal mining.

Illegal coal mining is widespread in Jharkhand, India’s largest coal producer state. An estimated 7,20,000 tonnes of coal is smuggled every year in the state. Most of it is controlled by an organized syndicate of coal mafia.

More than 350 people have lost their lives in illegal coal mining in the last 15 years. Since they were mining illegally, no compensation or aid is ever provided to the victim’s family.

If they escape being arrested, they are still at risk of getting arrested under the Goonda Act - law enforced by the govt to curb illegal mining.

The earning of these people just Rs 200 a day – extremely paltry compared to the high risk they take. Even this amount is not guaranteed.

However, police and the district administration are in a denial mode indicating a larger complicity, including political patronage to the strong mining mafia active in the region.

This could lead to a nexus between criminal and anti-national elements, especially in Naxal-affected areas.

What is most worrying is the high degree of convergence between areas that are mineral- and forest-rich and areas that are the arenas of tribal deprivation and Left-wing extremist violence.Protecting the rights of tribals and ensuring their livelihood are central to bringing about an end to their exploitation and sense of alienation.

Health hazards
Workers affected by lung diseases - Silicosis, a lung disease caused by breathing in silica dust, is another grim reality in the area. Despite an official order to provide compensation to the silicosis victims, nothing has been done so far. The workers also get affected by deadly diseases like tuberculosis and asbestosis.

Ecological Changes
According to the Lok Ayukta Report, there have been severe ecological changes due to illegal mining. Certain species of animals, like the sloth bear, that in the Bellary region have disappeared. Medicinal plants from the area do not grow anymore. The entire system of rain has changed in the district of Bellary. It is reported that the entire area surrounding the mining area is denuded of greenery and has no agricultural activity.

Modernization of our defense forces has resumed substantially. This will continue at a rapid pace	What facilities and training are our forces getting? Why do our jawans have to battle malaria along with Maoists? Why do they get killed defenselessly? Why do they have to walk miles and miles? Defense allocation pegged at Rs1,47,344 crore in 2010-11 against Rs1,41,703 crore in the previous year. Of this, capital expenditure would account for Rs60,000 crore. So after taking inflation into account, the graph has actually nose dived!
Ex-servicemen constitute a large cadre of dedicated and trained persons. We will utilize them extensively in crucial nation-building tasks.	Where are they being used?
We will build on the success of the NREGA and take the scheme forward. Minimum 100 days work @ Rs 100 per day.	A government-sponsored study on the National Rural Employment Guarantee Act has found large-scale corruption and irregularities in the implementation of the programme in several states with authorities in some areas misappropriating' central funds and threatening workers to keep their mouth shut.
Along the lines of NREGA, we will enact a National Food Security Act. 25 kgs of rice or wheat per month at Rs 3 per kg to BPL families. Subsidised community kitchens will be set up in all cities for homeless people and migrants.	The government has not opened community kitchens for the downtrodden across the country. Similarly, it is still in the brooding mode over the much-touted food security law.
We will ensure comprehensive social security to those at special risk.	National Social Security Fund in un organised sector to be set up with an initial corpus of Rs 1,000 crore. Too early to comment. All the best UPA2
We will be make quality education affordable to everyone	Right to Education is easier on the paper than on the ground. If at all the government shows serious initiative to implement them it will take years before they are launched on the ground. Till then they will remain part of the rhetoric.
We will continue to pursue an independent, pro-India foreign policy. The Congress has always upheld India's supreme national interests and has often braved criticism and opposition both at home and abroad in defending the country's interests. At the same time, we has always believed that it is India's historic destiny to be engaged and connected with the rest of the world and, in particular, with the countries of Asia.	China- It continues to violate our borders, making roads close to the border, hack our systems and continues to say Arunachal is theirs. No forceful rebuttal. China making inroads fast and UPA is watching with impotent silence. Pakistan- Do we have to say anything? Bangladesh- Illegal migration into India has been allowed by the Congress in Assam and Communists in Bengal. FOR POLITICAL GAIN. Australia- What have we done to browbeat the Australian government in protecting our people? Issued a travel advisory! We will pursue judicial reforms to cut delays in courts. The Gram Nyayalaya Act, a key promise of our 2004 Manifesto, was passed by Parliament last year. Setting up of Gram Nyayalayas at the headquarters of the intermediate panchayats and mobile courts in the rural areas will bring speedy justice.	Around 1.75 lakh /2.5 lakh under trials are expected to be freed by the middle 2010. Good Move. One month for middle of the year to be completed! Hurry. Gram Nyayalaya- Lot to be done till they can be termed a success.
The Congress will ensure that the Bill for reserving 33% of the seats in the Lok Sabha and the State legislatures is passed in the 15th Lok Sabha and that the elections to the 16th Lok Sabha are held on the basis of one-third reservation for women.	There are many issues which have to be taken care of. It is not all that cozy that it looks. A modified approach is needed. Won't a present M.P be least interested if he knows that next time he will not get elected from his seat as it will fall into the quota? Won't work suffer? And what about the women of the weaker sections?
The Congress also proposes to reserve one-third of all central government jobs for women.	Let's see the percentage in 2014!
The Congress will intensify the involvement of overseas Indians in development. A number of measures have been taken to protect the interests of lakhs of Indian workers in the Middle East.	5%of the NRIs there earn enough to lead a normal life on return to India. We will guarantee health security for all The National Rural Health Mission has already begun to make a noticeable impact and will be implemented with an even greater sense of urgency. The Rashtriya Swasthya Bima Yojana introduced by the Congress-led UPA Govt offers health insurance for poor families. Congress pledges that every family living below the poverty line will be covered by the RSBY over the next three years. Every district headquarters hospital will be upgraded to provide quality heath facilities to all.	The government's allocation for healthcare remains a paltry 0.36 percent of GDP in the 2010-11 budget down from 0.37% in 2009-10. We are still very far from the three percent of GDP that needs to be allocated to the healthcare system to provide quality basic healthcare for all and to start to improve India's very poorly performing health care system Severe shortages of Doctors including dentists and Nurses. Why UPA1 neglected this critical fact and why UPA2 is in a cocoon state on this? Rashtriya Swasthya Bima Yojana- A very good scheme and already 12 million people have received cards! Good show. Hope this expands to all poor people across India.

Price Rise:At the time of May 2009 poll, the UPA had promised a number of ambitious programmes in the first 100 days of its second term in office. They all remain on paper, but the most glaring is the failure to reduce the price of essential commodities. Food items have become costlier and scarcer during the second term of the UPA. Never before the centre looked so puzzled and helpless before price rise of food articles. As a consequence, the food inflation has been hovering around an unprecedented 18 per cent under the UPA.

Scams Galore: The UPA-II had a huge share of scams to discredit it. The IPL scam, the 2G spectrum scam and the phone snooping controversy, The Madhu Koda scandal, The Wheat scam (For instance, Cargill purchased good quality grains from Indian farmers at Rs 8 to 8.50 per kg while the government has placed orders for import of wheat from Cargill Inc. at Rs 16 per kg. )and Rice scams. The government’s handling of the CBI in the investigating agency’s probe into numerous scandals like disproportionate assets of Lalu Yadav, Mulayam Singh and Mayawati has proved how low the UPA can stoop to shield itself from political threats by misusing and compromising the impartiality and independence of the central agency. Equally controversial was the CBI role in burying the Bofors investigation.

1. Minority Affair Ministry: The Social condition of Minority is deteriorating day by day. Congress wants to play the minority card in every election by inflicting fear and chaos among the minority towards majority. Congress always advertises itself as priest of minority in India. If congress is in vanguard in safeguarding the minority of India then why most of the minority in India are still living below the average poverty and why congress has been carried out any program to life the social status of Muslims in India. Out of 63 years post independence 80% India was under direct rule of Congress then what does Ranganath Mishra Report mean on status of minority? Congress party always create animosity among the Muslims and Hindus in India so they can get the benefit out of hostility between the two communities.

2. UPA came though collision and poor quality of elections. Man Mohan Singh was put forward as Mr. Clean and so called expert. He was neutral and harmless to Sonia Household and other rivals in congress. It does not trust its own allies. RJD, SP and BSP voted in favour of government during cut motion despite this Rahul Gandhi speaks of going solo in upcoming state polls in Bihar & UP. Congress does not trust Trinmool Congress but supports corrupt ministers like Raja for the support of DMK. It’s a virtually allies v/s Congress party like situation at Centre.

3. Dr could not alter anything even by a bit. Instead it is worsening. All this goof up when our PM is an Economist from Oxford, Home Minister from Harvard and Montek from World Bank + we have a lot of professors from Cornell etc. ...................All theory and no practicality ! Our current Prime Minister is a typical case of good brand & poor performance!

4. His government still continues to call J & K and Naxalite problem as typical law order problem. No changes could be brought by him in 7 years period. When government launched the Maoist offensive, it was clueless that the entire battalion would be wiped off! It just expressed its regrets!



5. Poverty line : According to Suresh Tendulkar committee report , poverty line for the rural areas is Rs. 15 and Rs. 19 in Urban areas. Whereas , according to Arjun Das Gupta , any one earning less than Rs. 20 per day falls below the poverty line

What can you get in Rs. 20 per day per person: ( Tea one cup Rs. 2 , Lunch Rs 10 , Tea evening Rs. 2 Dinner Rs. 10 ) This is the cheapest meal option ( Though ,we still have to find a stall that can serve you such cheap meals ). Also, with this, we must highlight the following daily requirements: 1. Breakfast – Rs.5/- 2. Lunch – 10 Rs. 3. Evening tea and something to eat – Rs. 5/- 4. Dinner – Rs. 10/- 5.Clean water to drink , and taking care of the basic hygienic – Rs. 2 6. Clothes to wear with washing Rs. 5 Per day ( at least 1500 per year – two sets of an upper garment and an under garment and daily washing will need a minimum earning of Rs. 5 day ) 7. Healthcare & Savings for unforeseen contingencies (Rs. 5 per day ) 8.Travel for going to take meals or get to work for earning the daily subsistence is not accounted for 9. Shelter to sleep, with bed sheet and seasonal clothing for winter and rain – 5 Rs / day One needs at least Rs. 37-50 per day to stay alive on the basics necessities of life On what basis the government calculates the BPL?.

Agriculture land is diminishing and its productivity is very poor. There is no evidence of his government doing basic work in this sector. On other hand agro land is being recklessly converted for profiteering MNCs and Indian businessmen for malls and opulent townships for a fraction of Indians. Result- both agriculture and price situation has worsened and gone out of hand. It is simple brainless functioning and anti-national.

6. Repeatedly CJIs have been mentioning that judiciary needs expansion and reforms and it costs a just few thousand crores every year. But it is surprising that Manmohanji has not bothered at all in this direction. Without fair, fast and clean judicial system how law and order can be controlled? Why he has not done anything he owes explanation to nation.

7. It is praised that he succeeded in recovery from recession. Where was recession in India? India and china type countries can’t have recession internally. It was in USA and Europe. Even if we assume it was, okay who benefited? Corporations who have thrown outstanding profit results in last many years. So again this profit came from citizens. These profits have not come from significant productivity rise but by price rise and profiteering and incentives given at cost of common man.




8. Clueless government
The 3G auction was expected to raise about Rs.32000.00 crore and it raised about Rs.69000.00 crore !! Normally , the statistical error is expected to be + or – 5 % , and that is the standard accepted level of error. If the government’s projections were left behind by a whopping 100 % , what do you call such a government ? Pranab da can rejoice, but not because of his colleagues or his planning!

AND NOT TO SPEAK OF THE 2G SPECTRUM- THE APATHY/FOOLISHNESS/SCAM RESULTED IN A LOSS OF RS 30000+ CRORES TO THE NATION.

Same happens for inflation : Since the UPA government has taken over in May 2009, the inflation has touched double digits , Government talks like an astrologer that the inflation will come down in the next 6 months ( and this has been the talk for the last one year ! ). It does not tell why and how will the inflation come down? Also, what is the government doing to bring the inflation down? The government is heavily depending upon the divine intervention (rain God ). Time to think practically, and work more Dr.Singh !

9. Glaring Foreign Policy Failures: His government has completely failed to make any progress in normalising relation with neighbouring countries and China. Merely wagging tails before USA and its institutions is not diplomacy and beneficial to India.

10. Schemes like NREGA are badly conceived and badly managed. Half of this money is going in pockets of politicians and babus. The only beneficiaries of these schemes are corrupt politicians and babudom. No wonder prices are going up due to fiscal deficit and reckless multiple taxation started in country.




11. Health Care- By providing only 0.36% to healthcare (we need 3% and not addressing the huge paucity of trained nurses and doctors, this government shows how serious it is on healthcare for the poor. Developing six AIIMS at a cost of hundreds of crores of rupees is more grandiose than useful.

12. Equally dismal is the government record on providing safe drinking water, developing infrastructure and providing affordable health care. The much-touted road projects are mired in controversy within the cabinet with the Minister for Environment and Minister for Shipping and Transport pulling in opposite directions.




13. Divided House: Not a day passes without reports of one or the other of its ministers sparring at another or a party functionary. Jairam Ramesh’s criticism of the Home Minister in a foreign country hit headlines. Similarly, the Congress was leaking scandalous stories about the NCP ministers to the media—be it on import-export of food articles or the civil aviation or IPL. The Congress double-talk on terror and the Maoist menace has considerably undermined the Home Ministry and compromised the internal security of the country.

A section of the ruling party seems to be cohorts with the Maoists and Islamist fundamentalists. They ventilate the agenda of the underground enemies of the nation from the official pulpit and frustrate the efforts of the security forces.

14. Failure in fund utilisation:A CAG report said over one lakh crore is being returned as unspent plan funds every year as programmes remain on paper. Another CAG report revealed that 97 per cent of funds earmarked for border roads remained unspent Most other departments have similar tales to tell.

If we conclude, Manmohan is nothing but a paper tiger and paper expert, he has no freedom to even act, he has outdated bureaucratic functioning, he lacks typical political leader's stature, grass root work and superior vision and over all, the UPA government is a miserable failure.

Mere GDP growth rate is not achievement. Anyone can do it without thinking of consequences social, financial, economic and environmental.
